New tuition assistance available from state

Recently, a new type of scholarship has been developed by the Arizona Department of Education that allows students currently attending “failing” schools to transfer to schools and receive funding to assist with tuition.
These scholarships, known as the Empowerment Scholarship Account or ESA, are administrated through the Arizona Department of Education.
ESA staff at the Department of Education began accepting applications for the 2013/2014 school year on Jan. 1 and will continue accepting the forms through May 1. Information can be found at http://www.azed.gov/esa/ or by contacting Karla Wescott at (602) 364-1969 or at  Karla.wescott@azed.gov

This is very good initiative. I am Samuel Opio from Northern Uganda. I joined Gulu University Last year on a private sponsorship and also faced by sililar situation of raising school fees. I am seeking to know if I can share my Admission letter to atleast have some support to ease the study as this is the only answer to my dreams.
